Government Consulting & Innovation
Bridging innovation, access, and impact
Federal, state and local agencies
Quality improvement and healthcare systems support, delivered inside federal and state program requirements.
Public-private models that align capital with long-term public benefit rather than a single funding cycle.
Reentry and workforce models built with HBCUs, community organizations and federal agencies.
Operational governance, risk mitigation and systems integration for high-stakes government environments.
We bridge complex regulatory requirements with innovative, measurable solutions that drive mission outcomes.
SJA is building a portfolio of integrated platforms designed to transform how communities access healthcare, resources, infrastructure and opportunity.
Through platforms like Vitalink — “Your Link to Whole Health” — we integrate telehealth, immersive communication systems, white-label healthcare solutions, AI-enabled tools and patient-centered design to close gaps in access, particularly in rural and underserved communities.
From water initiatives to advanced manufacturing and health-tech facility development, SJA structures public-private models that align capital with long-term public benefit.
SJA leads large-scale reentry and workforce initiatives in partnership with HBCUs, community organizations and federal agencies, designing models that reduce recidivism and create sustainable economic mobility.
We provide governance-forward advisory services, compliance-safe frameworks and program architecture to federal agencies, municipalities and nonprofit networks.
Through immersive and experiential technologies, including holographic and XR-based initiatives, SJA invests in future-forward systems that merge education, entertainment and scalable infrastructure.
We believe innovation should not be exclusive and systems should be scalable. We believe impact should be measurable, and we are building accordingly.
2017
Founded in Washington, D.C. and federally registered since April 2018, with an active SAM.gov registration and delivered prime past performance.
Five stages, in order. Most firms stop after the third. The last two are what keep the change in place.
Continuous culture assessment across leadership, staff and service delivery.
Comparative data analytics against peer organizations and your own prior periods.
A data narrative aligned to best practice, written for every audience that has to act on it.
Teaming, coaching and group huddles that move the plan into daily practice.
Electronic board portals and a standing review cadence, so improvement continues without us in the room.
We turn assessment findings into a visible operating baseline, then track movement over a sustained engagement. The point is not a prettier report. It is a clearer next decision.
Years of high-stakes federal and state delivery built deep expertise in compliance, operational governance, risk mitigation and systems integration — including a $711,724 prime contract with the U.S. Department of Justice, Bureau of Prisons for education and training curriculum development, delivered 2021–2022. The firm operates from Brandywine, Maryland, inside the National Capital Region.
Tiffanye R. Paige founded SJA in 2017 and still sits in the room for every assessment.

“A social worker learns to hear what a room is telling you before anyone says it out loud.”
Tiffanye holds a BA in Music and a Master of Social Work from Howard University — an unusual pairing that turns out to describe the work exactly. Music taught her structure and timing. Social work taught her what happens to people inside a system that is not working.
She founded SJA in 2017 around federal and state contracting, quality improvement, healthcare systems support, reentry services and strategic advisory. That foundation now powers the firm's next phase: scalable platforms built for national expansion.
Placeholder. Drop in an approved reference here — two or three sentences from a contracting officer or program director will carry this section.
The lag between how staff feel and whether they stay is the most misread number on a culture dashboard.
Most capability statements describe effort. Evaluators are looking for delivered outcomes and the evidence behind them.
Fifteen minutes at shift change does more for a culture initiative than a quarterly all-hands.
Whether you represent a federal agency, a state or local government, or a prime contractor seeking teaming partners, SJA brings the compliance expertise, technical capability and mission alignment the work requires.
